Authority (BAIFA)  
Request for MTC to support in concept restructuring BAIFA, a joint powers  
authority composed of MTC and BATA, to: (1) allow BAIFA to serve as the  
tolling agency for State Route 37, subject to legislative authorization, and  
(2) provide enhanced regional transportation conduit financing.

Upon the motion by Commissioner Spering and second by Vice Chair Connolly,  
to support in concept restructuring BAIFA, a joint powers authority composed of  
MTC and BATA, to: (1) allow BAIFA to serve as the tolling agency for State Route
