Open Road Tolling Update and Contract Actions:

ii. Contract Amendment - Planning and Design of the Civil Infrastructure of  
the Northern Toll Bridges for the Conversion to Open Road Tolling: HDR,  
Inc. ($3,665,000)  
A status report on the program to transition from All Electronic Tolling  
(AET) to Open Road Tolling (ORT) on the seven State-owned bridges and  
requests for approval to authorize the Executive Director or designee to  
negotiate and enter into the following:  
(i) Contract amendment with WSP USA, Inc. (WSP) in an amount not to  
exceed $3,000,000 to provide program management and oversight for the  
conversion of the seven state-owned bridges to ORT and to extend the  
contract for an additional four years.  
(ii) Contract amendment with HDR, Inc. (HDR) in an amount not to exceed  
$3,665,000 for planning, design and construction support services of the  
civil infrastructure for the Northern (Antioch, Benicia-Martinez, Carquinez)  
Toll Bridges for the conversion to ORT and to extend the contract for two  
additional years, subject to approval of future BATA budgets.

Richmond - San Rafael Bridge Projects Update.  
Request for committee approval to pursue next steps of a project as  
recommended by the Richmond San Rafael (RSR) Bridge West Bound  
Upper Deck Study, which explored feasibility of providing a third High  
Occupancy Vehicle Lane (HOV) on the Bridge. Staff will also provide a  
status update on ongoing projects including proposed modifications to the  
RSR Bridge Access Improvement Pilot (Pilot) and the RSR Forward Open  
Road Tolling (ORT) and Interstate 580 Westbound HOV Lane Project.
