Final 2025 Joint Advocacy Program for MTC and ABAG, expressing the  
agencies’ state and federal legislative priorities.

Upon the motion by Committee Member Ramos and second by Committee  
Member Eklund, the Final 2025 MTC/ABAG Joint Advocacy Program was revised  
to include approval of the advocacy platform that also includes sponsoring  
citizen’s initiative legislation for Bay Area Housing Finance Authority (BAHFA)  
that provides direction to staff to get the Commission and ABAG Executive Board  
involved in the Regional Housing Determination to ensure the Regional Housing  
Needs Allocation (RHNA) process is reflective of the concerns of the bodies raised  
by the member jurisdictions during the last RHNA process was referred to the  
ABAG Executive Board and Commission for approval, respectively. The motion  
carried by the following vote:
