Status update on Senate Bill (SB) 63 (Wiener/Arreguín), the regional  
transportation revenue measure authorizing legislation.

Upon the motion by Committee Member Noack and second by Committee  
Member Romero, a support if revised as follows: 1) Add principle to preserve  
existing share of Cap and Trade used for housing; 2) Revise “fair share” principle  
to add support for high speed rail, including joint benefit projects 3) acknowledge  
that joint benefit project support safety and efficiency and 4) Revise “equitable  
distribution” principle to reinforce the importance of Cap and Trade proceeds  
benefiting communities most impacted by emissions, position was adopted to be  
forwarded to the ABAG Executive Board and Commission for approval,  
respectively. The motion carried unanimously by the following vote:

Legislation  
Enable the Resilient State Route (SR) 37 partners to advance the SR 37  
program in the most cost-effective and environmentally beneficial manner  
by allowing corridor improvements to follow the California Endangered  
Species Act (CESA) process for permitting.

2026 statewide ballot for a variety of housing production and preservation  
programs.
